Rodrigo Siqueira named Chief Executive Officer; Ray Coleman joins as Chief Operating Officer.
CORPUS CHRISTI, TX — Billy Pugh Company, a globally recognized manufacturer of offshore personnel transfer equipment and life safety solutions, today announced a leadership transition. Rodrigo Siqueira has been named Chief Executive Officer, and Ray Coleman has joined as Chief Operating Officer, effective August 1, 2026.
The transition follows the departure of Mike Cadigan, who is stepping back from day-to-day leadership to focus on his personal health. Mike served as Chief Executive Officer of Billy Pugh and was instrumental in guiding the company through a period of growth and strategic change. He will be greatly missed by the team he built.

Rodrigo Siqueira brings more than 20 years of leadership experience in the offshore energy, marine safety, and industrial services sectors. He most recently served as Commercial Director at Lalizas | Alexander, where he built and led the offshore safety business, overseeing commercial strategy, contract governance, and market development across U.S. energy markets. Prior to that, he built a 17-year career at Halliburton, progressing through technical and commercial leadership roles across Latin America, West Africa, and North America, with additional responsibilities spanning global operations. He holds a BS in Electronics Engineering.

Ray Coleman joins Billy Pugh Company as Chief Operating Officer. With more than 30 years of executive, operational, and production management experience in the oil and gas industry — including roles at Akita Drilling, Katch Kan USA, and Salunda — Ray has been active in the global market for both land and offshore operations. He brings extensive knowledge of industry equipment and processes and is widely known to oil and gas producers and drilling contractors worldwide.
